HOUSTON, TX (01/24/06) -- The international law firm of Fulbright & Jaworski L.L.P. today announced that Paul Sarahan, the former director of the Litigation Division of the Texas Commission on Environmental Quality ("TCEQ"), has joined Fulbright's Environmental Group as counsel.

"Paul Sarahan brings in-depth knowledge about the inner workings of the Commission having led the litigation division and a staff of over 35 lawyers for the last several years," said Eva Fromm O'Brien, head of Fulbright's firmwide environmental law practice. "We're delighted Paul is joining our 33-attorney environmental law practice."

Sarahan was director of the Litigation Division of the TCEQ for seven years with four years of prior experience as a senior attorney and staff attorney. While at the TCEQ, Sarahan was rated one of the top in-house counsel in the state by the Texas Lawyer.

During his tenure at the TCEQ, Sarahan litigated complex environmental cases involving enforcement and permitting. He assisted in rulemaking, compliance history and emissions events issues, and handled enforcement-related issues related to State Implementation Plans designed to improve air quality in non-attainment areas such as Houston, Dallas-Fort Worth and Beaumont. He advised Superfund, Voluntary Clean-up, Innocent Owner and PST programs. He also reviewed criminal cases brought by the state's environmental crimes task force. Sarahan's work for the TCEQ included air emissions cases, involuntary permit revocations, hydrocarbon contamination, with related criminal cases and illegal disposal remediations.

Sarahan graduated with honors in May 1990 from the University of Texas School of Law. He received an LLM in Environmental, Energy and Natural Resources Law from the University of Houston Law Center in December 1993.
